A tag cannot be removed, why?
Short answer: Some tags are applied automatically by the system, such as Buyer, which marks the people who have already ordered. They carry no delete cross: “This tag is assigned automatically”.
How to recognize them

Why they exist
They describe a fact the system establishes on its own. Buyer marks a person who has placed at least one order: applying or removing it by hand would make no sense, since it follows the real orders.
Your own tags, on the other hand, are applied, removed, renamed and deleted freely.
