I cannot revoke this administrator, why?
Short answer: Because they are the account's last active Owner: “The account must keep at least one active owner. Appoint another owner first.”
An account is never left without an owner
With no active owner, nobody could invite, change roles or open the Organisation page any more. The account would be stuck. So the dashboard refuses to remove the last one.
The refusal takes two forms

This applies to you as well: the last owner cannot drop their own role.
A pending invitation does not count
An owner who was invited but has never signed in replaces nobody. You have to wait for their status to turn Active.
