The “Pay from the money pot” button is disabled, why?

Short answer: Because the money pot does not cover the order's net cost. The panel says “The money pot is … short.” and offers Top up the money pot: once the payment is in, the button becomes active again.

The ordinary case: the balance falls short

Under the order's amounts, a red box gives the exact amount missing and carries a Top up the money pot button that opens the Money Pot page. Pay in at least that amount, come back to the order, and the coral button is clickable again.
The figure compared against the balance is the Net cost to the money pot, not the amount the buyer saw: the shop's margin, if you apply one, returns to the money pot in the same movement and therefore does not have to be funded.
The balance compared is the shop's balance at the moment you click, not the figure displayed a few minutes earlier. If a coupon has been used in between, the missing amount may have changed.

The other case: it is not your role

If you see no buttons at all but the sentence “You don't have money pot access to act on this order.”, this is not about an insufficient balance: your account does not hold the Money pot role. You can see the order; you cannot commit the organization's money.
Ask an Owner to give you that role, or to handle the order.

If the message says something else

Two messages point at a configuration problem rather than a shortage: “Unable to process this order: this shop has no money pot.” and “Unable to process this order: no linked account.”. Those need us — contact us, quoting the order number.
